
Harford Community College has partnered with FreeState ChalleNGe Academy for more than 20 years to help cadets earn high school diplomas and transition to postsecondary education and employment. Together, they have established the course for young people to succeed and develop their full potential.
HCC provides supplemental GED preparation instruction, professional development, curriculum and instructional resources for FreeState instructors; work observation experiences for cadets; a $ 5,000 scholarship for a cadet who plans to pursue postsecondary education at the university; and support to help the Harford County cadets with the transition to HCC.
At the recent community meeting of senior leaders of Aberdeen Proving Ground at Rockfield Manor in Bel Air, Brandy Naughton, dean of Community Education, and Pamela Karwowski, director of government training, contractors and IT, talked about the partnership between FreeState ChalleNGe Academy and Harford Community College. .
Naughton talked about HCC's multi-year relationship with APG and the FreeState ChalleNGe Academy of Maryland, while Karwowski addressed the training partnership in occupational education and driving with FreeState that took place this fall. APG community meetings help strengthen the relationship between APG leadership and the local community by showing partnerships and addressing issues of mutual interest.
Maryland is one of the 10 original states to start a ChalleNGe Program in 1993 under Public Law 102-484. The academy is located in APG and is run under a cooperative agreement between the Maryland National Guard and the National Guard. The academy is a free program that offers adolescents at risk from 16 to 18 years of age the opportunity to change their future for the better by providing the skills, education and self-discipline necessary to become responsible and productive citizens.
The "hard love" approach used in the program has helped graduate over 4,000 cadets since the program began in 1993. The initial program consists of a 22-week residential phase. During this phase, cadets learn self-discipline, leadership and responsibility. Participants live and work in a controlled military environment, fostering teamwork and personal growth.
A post-residential phase of 12 months focuses on helping enroll graduates in continuing education, technical school programs or entry-level jobs. During the post-residency phase, students receive assistance from at least one trained mentor from the community for further development.
Work observation components include work experience, college orientation, meeting with admissions, application completion and placement testing, and participation in student activities. The goal is for students to learn what it is like to be an HCC student and employee.
Earlier this year, the cadets came to HCC to participate in an interactive presentation of the career panel with other GED students. The cadets learned how to present themselves professionally and how to avoid the pitfalls that can be associated with the social networks of community leaders in human resources, marketing and professional services.
This fall, the FreeState ChalleNGe Academy hired HCC to provide vocational training and driver education for its Fall 2017 cohort of more than 100 cadets. The program provided the cadets with academic, work and life skills training and emphasized positive values in a structured environment. The training began in October of this year and will be completed this month.
HCC supported this mission by providing training to cadets in A + Certification Preparation, 90-Hour Certificate for Child Care Professionals, Introduction to Arc Welding, OSHA 10-Hour Certification, Applied Culinary Arts Certification, Classroom Instruction Driver Education and Driver Education Driver behind the wheel instruction at various locations in the area, including Harford Community College, the Edgewood Public Library, Harford Technical High School and FreeState ChalleNGe Academy at APG-South.
Cadets in the Applied Culinary Arts program learned practical cooking skills and equipment while creating delicious foods such as handmade spring rolls and chocolate cake from scratch. The skills learned could translate into a variety of careers related to food science.
Some cadets were students in A + Certification Preparation, a practical program designed to prepare them to take and pass the two A + exams needed to become CompTIA A + Certified. Once the cadets complete the courses, they will have the knowledge and confidence to pass the exams and the necessary skills to be a great PC technology. Your new skills will help you get your first job in PC technology and / or start your education in cybersecurity.
The arc welding students were introduced to arc welding machines and accessories, and learned different types of welds, joint designs and safety practices, all the skills that could lead to employment in this industry.
The partnership between HCC and FreeState ChalleNGe Academy was created to provide training that leads to jobs in sustainable careers / occupations for these youth. As both organizations reside in Harford County, this partnership can succeed, both logistically and administratively.
